Established as a public benefit, non-profit corporation, the ISO is responsible to ensure that the Settlements process achieves an accounting trial balance of zero (revenue neutrality). Charge Type 4999 is the adjustment account used by the ISO to clear balances as set forth in the five lettered sub-sections of the ISO Tariff section11.2.9. CT 4999 or the Neutrality Adjustments charge represents the amount of over or under collections that are allocated to SCs by the ISO.
