Minimum Effectiveness Threshold Report On March 23, 2009 the ISO filed with the Federal Energy Regulatory Commission (FERC) the intention to use an effectiveness factor threshold setting of two percent in its market optimization software for determining which resources to utilize for redispatch to relieve congestion. On June 10, 2009, FERC accepted the 2% threshold as a reasonable starting value and directed the ISO to conduct analysis and report its findings by March 1, 2010. The ISO provides the present report in compliance with FERC's direction. |
