EXECTUIVE SUMMARY: This month’s Market Monitoring Report provides a brief update on DMM activities over the past month and provides a detailed assessment of one aspect of RTMA performance – the use of load bias and its impact on regulation usage. This particular issue has come up in various discussions with the Board on RTMA performance and the assessment provided here should help to further clarify the extent and impact of operator intervention in the Real Time Market through manually biasing the forecasted load used in RTMA to determine optimal dispatch. The memo concludes with several recommendations that DMM has made based on its analysis of the use of the load bias.
