Summary: This notice provides key information for reporting Generating Unit availability information, and provides helpful assistance in how to report availability changes within the 30-minute timeframe. The California ISO (ISO) will host a conference call on Tuesday June 6th, at 10:00 a.m. to answer questions and educate Market Participants about how to comply with the ISO Tariff requirements.

Timely Generator Outage / Availability Notification
Background:
To maximize efficient system operation (and to avoid potential penalties) it is imperative that changes in generator availability are reported within 30 minutes of the time the change is in-effect. Although, SLIC requires Market Participants to complete all required fields in the “New Outage Request” screen, Market Participants may report availability changes and enter placeholder values in other fields if that information is not available within the 30-minute timeframe. Market Participants must then update the information in a timely manner as the other information becomes available. For example, if the Market Participant does not know the end time of the Outage within 30 minutes of its onset, the Market Participant may submit the “Outage Request” listing the end of the current day.
Market Participants are to use the ISO SLIC application (either through the Web Client or through a user installed API) as the primary method to schedule and obtain approval of planned Outages, report any changes to Generating Unit availability, and to provide explanations of Forced Outages. If there is a change to Generating Unit availability and there is not a current “Outage Card” for the Generating Unit in SLIC, such as in the case of a Forced Outage, then the Market Participant must create a new “Outage Request” to report the availability change. If SLIC Client is not available, Market Participants may report changes to Generating Unit availability by communicating with the ISO Control Center via telephone. In these instances, ISO Control Center personnel will create “Outage Cards” as needed. The Market Participant can later view through SLIC to review and update as necessary.
