Extract:EXECUTIVE SUMMARY The purpose of this memorandum is to brief the CAISO Operations Committee on CAISO Staff’s activities related to Participating Transmission Owner (PTO) Annual Transmission System Assessment and Expansion Plans. Since beginning operation and in compliance with the CAISO Tariff, each year the CAISO Staff has worked with each of the PTOs to prepare their annual transmission expansion plans. Because the reinforcement and expansion of the CAISO controlled grid is a very involved process, preparation of the PTO Plans has resulted in a significant undertaking by CAISO staff and the PTOs. As required by the CAISO Tariff, a stakeholder process has been associated with this planning process. Through this stakeholder process, all users of the grid, state and local governments, the California Public Utilities Commission, California Energy Commission and the Participating Transmission Owners, have had an opportunity to comment on and provide input into the PTO transmission plans.
