Stakeholder process for development of a Long-Term Transmission Rights proposal in accordance with the recent FERC order.

Background

On July 20, 2006, FERC issued Order 681 requiring the CAISO to submit a compliance filing by January 29, 2007 with a proposal and associated tariff language for implementing long-term transmission rights. The CAISO undertook an extensive stakeholder process to explore alternatives for meeting the unique business needs of market participants while complying with the seven guidelines of the LT-FTR Final Rule. This process included a series of White Papers, presentations at stakeholder meetings and conference calls and frequent written comments from participants.

Outcome

The result of this stakeholder initiative was the development of a proposal for Long Term Congestion Revenue Rights (LT-CRRs) with ten-year terms that are allocated through the process already approved by FERC for one-year CRRs. This final proposal is detailed in the January 18th White Paper and approved by the CAISO Board of Governors on January 24, 2007. The CAISO submitted its compliance filing to FERC on January 29th.
