Summary: On August 3, the California ISO (CAISO) Governing Board approved the filing of an amendment to the CAISO Tariff to address Low Voltage Transmission Revenue Requirement (LVTRR) cost recovery of non-Load Serving Participating Transmission Owners (NLS PTOs). Revised CAISO Tariff sheets have been posted for stakeholder review and comments. A conference call is scheduled for Monday, August 14, 2006 from 10:00 a.m. to 12:00 p.m. to address any issues needing further clarification.

Main Text: On August 3, the CAISO Governing Board approved the filing of an amendment to the CAISO Tariff to address LVTRR cost recovery of NLS PTOs. This matter is described in the Board memo of July 27 on LVTRR, which was based on the revised LVTRR white paper of July 25. The Board directed CAISO Management to prepare revised tariff sheets and file the amendment with FERC accordingly. The filing of these amendments with FERC is targeted for the week of August 14-18.

Background
The need for a CAISO Tariff amendment regarding cost recovery of Low Voltage Transmission Revenue Requirement (LVTRR) for Low Voltage Transmission Facilities of non-Load Serving Participating Transmission Owners was underlined in the context of the Trans Bay Cable Project to be developed by Trans Bay Cable LLC.
A stakeholder meeting was held on July 7, 2006 to discuss the issue of cost recovery of LVTRR for Low Voltage Transmission Facilities of NLS PTOs. Since no definite resolution could be reached at the meeting, a voluntary LVTRR Stakeholder Working Group was formed to flesh out a proposal for CAISO Tariff clarification (or amendment). The LVTRR Stakeholder Working Group held a conference call on Thursday, July 13, 2006. The Working Group agreement as to how the tariff should be amended was summarized in a white paper posted on July 18 for comments by stakeholders at large.
