Summary: The California ISO (CAISO) received a four-month waiver from the Federal Energy Regulatory Commission (FERC) requiring enforcement of certain CAISO administered sanctions related to outage reporting and is initiating a stakeholder process to address related issues. CAISO is hosting a stakeholder meeting on August 16, 2006 to engage market participants in discussions about this issue. A white paper on this topic is now posted to the CAISO website.

Main Text: The CAISO Tariff sections 9.3.10.2 and 9.3.10.5, respectively, require that Market Participants report generating unit outages within 30 minutes and submit explanations of forced outages within 48 hours. Tariff Section 37.4 states that Market Participants that do not fulfill these requirements are to be assessed sanctions, including financial penalties. The CAISO submitted a July 11, 2006 filing to FERC to temporarily waive these penalties because of Market Participant regarding the need for additional clarity in the ISO Tariff on the specific minimum megawatt threshold for the outage-reporting requirement.
Upcoming Stakeholder Process:
The CAISO is initiating a stakeholder process to share with stakeholders the basis of our current thinking, and to identify alternatives, if available, that can establish an appropriate explicit minimum megawatt threshold for the outage reporting. With stakeholder input, the CAISO seeks to establish the appropriate balance between accurate and timely information on generating unit availability and the cost and feasibility associated with providing that information. The stakeholder process will also provide an additional opportunity to further clarify and respond to any additional questions or concerns Market Participants may have with the reporting requirements.
To provide background information prior to the meeting, the CAISO has posted a white paper summarizing the relevant issues for establishing a minimum megawatt threshold for the outage reporting requirements and presents options for establishing a reporting requirement.
