Summary: Please forward this Notice to your scheduling/tagging department for IMMEDIATE consideration. This notice contains an important change from the previous Market Notices regarding the same subject. There are changes in what is required in the MISC Info field for the CAISO_PRODUCT Token/Value: 1) Instead of “ENGY”, use the Energy Type you submit in the CAISO Market, 2) Instead of “NSPIN”, use “NSPN.”

Main Text: The California ISO (CAISO) is implementing a new interchange transaction scheduling system known as project STiNG (Scheduling & Tagging - Next Generation). The CAISO requested that Market Participants begin providing additional information on NERC tags and begin NERC tagging for Ancillary Services and Dynamic Schedules to facilitate parallel testing with the existing BITS INTERCHANGE scheduling system by December 14, 2006.
Please note these scheduling changes will impact all CAISO Market Participants who submit import or export MARKET schedules into the ISO Scheduling Infrastructure or “SI” system for any CAISO tie point.
Parallel testing has begun processing the MISC Info some of you have so graciously supplied. Due to Market Participant input, two changes are required for the CAISO_PRODUCT Token in the MISC Info field (*change noted within item #3 below):
§ Instead of “ENGY” enter “FIRM, “NFRM”, “DYN” or “WHEEL”
§ Instead of “NSPIN” for Non Spin, eliminate the “I” and enter “NSPN”
These changes ensure consistency between schedules submitted into SI and the NERC tag information.
Once the new interchange transaction scheduling system is fully implemented, these additional information requirements will allow the CAISO to respond to your NERC tags quicker, mitigate curtailments faster, and ultimately, allow you to verify that your tags and market reservations match.
New Tagging Requirements/Solutions
The following three items will be required when tagging import or export Market schedules across any CAISO tie point under the new Interchange scheduling system:
1. Ancillary Services and Dynamic schedules will need to be tagged. In addition to helping you prepare for the WECC requirements regarding the WECC Interchange Tool (WIT), it is necessary to reserve the transmission associated with the delivery of those products.
· Ancillary Services Tags: Place your AS market award profile in the transmission allocation profile, and the MWh profile should be zero. Should your capacity bid be called upon (dispatched) for Energy, fill in the amount awarded in the MWh profile of that tag.
· Dynamic Tags: Your maximum MWh reserved for a Dynamic should be recorded in the transmission profile and record the expected energy in the energy profile. The CAISO would appreciate updated Dynamic tags every hour, but hourly updates are not required by the CAISO.
2. Tags submitted before the close of the market will be approved conditionally with the new interchange system. If the transmission market closes at a lower value, the conditionally approved tag will be adjusted (not curtailed) down to the awarded transmission market reservation. This will allow you to adjust the profile MW reservation to it’s original number if you would prefer a different tag that is associated with that market reservation to be adjusted. No action is required if the adjustment is acceptable.
3. Additional information must be included in the MISC Info field of each POR/POD line of tags within the CAISO. The below information in the MISC Info field will facilitate timely and accurate processing and settlement of interchange schedules:

Note: Schedules submitted into the CAISO Markets as Firm, Non Firm, Dynamic, and Wheel energy types should be labeled as such on the CAISO_PRODUCT line in the MISC field of tags.
