Background

Over the last two years the CAISO and stakeholders have established a structure for creating and releasing Congestion Revenue Rights (CRR), a set of financial instruments of varying terms by which market participants can obtain greater certainty over their potential exposure to congestion costs on their Day-Ahead energy schedules under MRTU. Much of this structure is encapsulated within Section 36 of the filed MRTU tariff that has been conditionally approved by FERC, and has since been significantly amended by an additional compliance filing for Long-Term CRRs. A CRR Dry Run has been conducted to convey greater understanding and familiarity with the rules for releasing CRRs, and the CAISO reported to FERC on March 30, 2007, the results of this important simulation of the CRR production process. This initiative seeks to finalize the rules of the CRR structure so that the CAISO can initiate the processes to release actual CRRs that will become effective upon the start-up of MRTU.
