Tariff Change Summary

SC Certification Changes as a result of MRTU (applies to SC Applicants, not certified SCs)
As the CAISO approaches its Market Redesign & Technology Upgrade (MRTU) market implementation date, the CAISO proposes (i) discontinuing the acceptance of new applications for certification of SCs to participate in the current market as of April 30, 2007, (ii) commencing the acceptance of new applications for SC certification in the MRTU market as of July 1, 2007, and (iii) implementing a "freeze period" from July 1, 2007 to one month after implementation of the MRTU market during which no new SCs would be certified to commence participation in the CAISO market.

SC Application Sunset Provision (applies to SC Applicants, not certified SCs)
The CAISO proposes closing applications of SC Applicants that have not completed the SC certification requirements within twelve months after the CAISO acknowledged receipt of the SC application.

SC Certification Processing Timeline (applies to SC Applicants, not certified SCs)
Currently, the ISO Tariff provides that an application for SC certification need be submitted only sixty (60) days in advance of the proposed start of service. The CAISO proposes changing that to require applications to be submitted 120 days in advance.

SC Application Fee Increase (applies to SC Applicants, not certified SCs or requests for new SCIDs)
To cover the anticipated actual costs to certify a new SC for participation in the MRTU market, the CAISO proposes the non-refundable application fee change from $500 to $5000. This new fee is proposed to apply only to new applications for SC certification to participate in the MRTU market and not to apply retroactively.

Scheduling Coordinator Agreement (SCA) Termination due to Market Inactivity (applies to certified SCs)
The CAISO proposes to have the ability to terminate SCAs for SCs that have not had any market activity for the prior twelve months.
