Outage Reporting Requirements

Summary: SLIC will be upgraded on Tuesday, May
29, 2007 with the Real Time Availability Management (RTAM) enhancements to
support new Generation Outage Reporting Requirements. The SLIC system will be unavailable for
a short period during the upgrade.
A notice regarding the timing of the outage will be sent
separately.

Main
Text: The California ISO (CAISO) recently
completed a series of enhancements to its Scheduling and Logging for the ISO of
California (SLIC) system, which is used to report outages to the CAISO. These enhancements were required by the
Federal Energy Regulatory Commission (FERC) in connection with tariff amendments
regarding the outage reporting requirements for Generating Units. See the FERC Order at

The SLIC enhancements have been
available to Market Participants in a testing environment since April 13,
2007. The modifications,
collectively called Real Time Availability Management(RTAM), consist of
improvements to the SLIC Application Program Interface (API) to enable Market
Participants to more quickly report changes in the availability of Generating
Units. Market Participants can use
the new features through one of the
following:
1) A new CAISO-provided graphical user
interface
2) Applications developed by Market
Participants
The CAISO will release the RTAM
enhancements to production on Tuesday, May 29, 2007. Since they do not
replace any current SLIC functionality, Market Participants can continue to use
SLIC as they currently do and begin to use the new functionality after they
are comfortable with it. The enhancements will also continue to be
available in the testing environment.
The revised reporting requirements
consist of specific thresholds for submitting availability reports and Forced
Outage Reports following outages.
These revised reporting requirements will become effective once the CAISO
informs FERC that the RTAM modifications have been completed. Market Participants should note that
CAISO Tariff Sections 37.4.1.2. and 37.4.3.2 provide for penalties for not
complying with the outage reporting requirements. The CAISO has asked FERC to extend its
waiver of these penalties until June 30,
2007.
