Main Text
The
California ISO (CAISO) Tariff Enforcement Protocol (CAISO Tariff Section 37)
specifies sanctions, including financial penalties, for Market Participants that
do not comply with Forced Outage reporting
requirements. As explained in previous market
notices, the CAISO asked the Federal
Energy Regulatory Commission (FERC) to extend its waiver of
tariff-based penalties for not complying with these requirements until June 30,
2007. Regardless how the FERC rules on that requested waiver, and it has
yet to rule, the CAISO will not be seeking additional waivers. Accordingly, on July
1, 2007 the CAISO Department of Market Monitoring will begin enforcing sanctions
for not complying with the CAISO Tariff Generating Unit Forced Outage reporting
requirements.
The
Generating Unit Forced Outage reporting requirements were recently revised
pursuant to the FERC’s order on the Outage Reporting Tariff Amendment
(see FERC Order at http://www1.caiso.com/1b70/1b70ee5c41690.pdf). The changes substitute specific
thresholds for submitting availability reports and Forced Outage Reports in
place of previous requirements, which were more general. The revised reporting requirements
will become effective 24 hours after
the CAISO files notice with FERC that the Scheduling and Logging of ISO
California (SLIC)
Real-Time Availability Management (RTAM) modifications have been completed,
which the CAISO plans to do in the next week. Please note that this
effective date for the revised requirements is different than the date when
penalties will begin (which, as noted above, is July 1).
The CAISO has requested that FERC
waive, through November 30, 2007, the requirement that Generating Units with a
maximum capacity less than 40 MW submit Forced Outage Reports following
disconnection from the grid. FERC has yet to rule on this request. Unless and until the FERC grants the
requested waiver, this requirement will be enforced.

last two months the CAISO Department of Market Monitoring has provided

time that penalties go into effect.
