Subject:  Transmission Rights and Transmission Curtailments Instructions – Additional Data Requested ___________________________________________________

 

Summary:  The CAISO has added four new tabs to the Transmission Rights and Transmission Curtailments (TRTC) Instructions Template to collect additional details necessary for implementation of TRTC Instructions under MRTU.  CAISO is requesting that the PTOs and TOR holders return TRTC Instructions to the CAISO by December 5 for inclusion in the start of Market Simulation Update 2.  The CAISO has posted a supplementary guide to aid in the completion of these additional tabs.

Main Text:  The TRTC Instructions Template must be completed by Participating Transmission Owners (PTOs) and Non-PTOs to provide the CAISO the necessary information to implement TRTC Instructions consistent with the underlying contractual rights or the TOR in the Day-Ahead and Real-Time Markets under Market Redesign and Technology Upgrade (MRTU).  

 

The TRTC Instructions Template consists of nine tabs/worksheets.  The first five tabs contain contract data or rights required by CAISO Tariff Section 16.4.5 and Section 17.1.4. The remaining four new tabs contain additional details that:

 

·         Identify the Full Network Model (FNM) market source and sink for each Contract Reference Number (CRN);

·         Identify the unique CRNs to be used in the Day-Ahead and Real-Time Markets and for Congestion Revenue Rights (CRR) purposes;

·         Identify CRN Chain’s to be used in the Day-Ahead and Real-Time Markets and for Congestion Revenue Rights (CRR) purposes;

The CAISO is requesting PTOs and TOR holders return TRTC Instructions to the CAISO by December 5 in order for contract data to be loaded into the CAISO Markets systems for the beginning of Market Simulation Update 2.

 

Instructions for Completing the TRTC Instructions Template

The CAISO has posted the “TRTC Additional Request Information Guidelines – TRTC Instructions 2.0” to provide detailed instructions for completing each field within the four new tabs in the TRTC Instructions Template.  For each column the Column Code is provided along with a description of the field and where the data was extracted from, it also provides the enumerations value. 

 

Although this request for additional information will be focused on the four new tabs of the TRTC Instructions Template, the instructions on how to complete the first five tabs of the TRTC Instruction Template are available in the document “TRTC Instructions Implementation Guidelines.”

Information regarding Integrated Market Simulation and MRTU Go Live

 

TRTC Instructions and the testing of contract data will be available in Integrated Market Simulation Update 2. The CAISO will upload TRTC Instructions received by December 5 into the CAISO Markets systems for the beginning of Market Simulation Update 2. To the extent possible, submissions received after December 5 will be included in new data changes scheduled during Market Simulation Update 2.  In some cases it may be necessary to arrange follow-up calls to discuss and clarify submitted TRTC instructions.

 

The cut-off date for TRTC Instructions submittal for MRTU Go Live is set for Friday, February 1, 2008
