Subject:  Integrated Balancing Authority Areas Conference Call on 2/25/08

Summary:  The CAISO will host a conference call on February 25, 2008 to continue stakeholder discussions on CAISO modeling and pricing of Integrated Balancing Authority Areas (IBAA).  Stakeholders can submit comments on the draft tariff language and draft illustrative Business Practice Manual language by close of business February 20, 2008 to MRTUTariff@caiso.com.

Main Text:  The California ISO (CAISO) will hold a conference call on February 25 to continue stakeholder discussion on the CAISO’s efforts to model the systems of IBAA under the CAISO Market Redesign and Technology Upgrade (MRTU) program.  IBAA are those Balancing Authority Areas or systems that are not part of the CAISO Balancing Authority Area but are closely interconnected/integrated with the CAISO system.  The purpose of the February 25, 2008, conference call is to further discuss elements of the CAISO IBAA proposal and the draft tariff language.  

 

The CAISO invites additional questions and comments on the draft tariff language and the draft illustrative Business Practice Manual language located on its website at http://www.caiso.com/1f50/1f50ae5b32340.html.  Stakeholders can submit comments by close of business Wednesday, February 20, 2008 to MRTUTariff@caiso.com.

 

On February 7, 2008, the California ISO (CAISO) held a stakeholder conference call to discuss the draft proposed tariff language regarding the modeling and settlement of IBAA.  The IBAA proposal and draft tariff language is located on the CAISO website at http://www.caiso.com/1f56/1f56ee9a4d620.pdf.  At that time, CAISO indicated it was planning to file the IBAA proposal at the Federal Energy Regulatory Commission (FERC) on or around February 15, 2008.  As announced in the Market Notice issued February 13, 2008, the CAISO has decided to defer filing the proposal at FERC until late March in order to present the pricing elements of the proposal to the CAISO Governing Board (Board) for approval at the March 26-27, 2008 Board meeting.

The CAISO MRTU program encompasses a comprehensive overhaul of the CAISO electricity markets designed to both enhance reliability and increase the efficient utilization of the transmission system.  As part of its larger effort to improve its ability to reliably manage congestion on the transmission system, the CAISO has identified needed improvements in modeling and pricing transactions to and from IBAA.
