Generator Availability Reporting

Background

In 2006, California ISO (the ISO) hosted a stakeholder process to review and determine a fair and reliable threshold and timeline for reporting Generator Availability within the ISO balancing authority. With stakeholder input from the process, the ISO implemented changes to the tariff and began enforcement of the generator availability threshold and timeline. During the stakeholder process ISO committed to a review of the reporting requirements after reasonable experience had been gained. From the ISO initial review and the unsolicited input from the Market Participants, ISO has agreed to initiate a stakeholder process to review Generator Availability Reporting.

 

Outcome

On July 23, 2008 FERC accepted the CAISO’s amendment to the CAISO tariff Forced Outage reporting requirements, effective June 1, 2008 (http://www1.caiso.com/1fd7/1fd7e11c40bc0.html).  As a result:

1.  Availability Reports are now required within 60 minutes after a change in availability, rather than 30 minutes,  

2.  Forced Outage Reports (which include details about large changes in availability) are due two days after the Availability Report is submitted, rather than two days after the outage is discovered, and  

3.  One late Availability Report per month is now allowed without being considered a violation, rather than one per year subject to a warning letter.  

As these changes will presumably substantially decrease the number of Availability Reports that are potential violations due to being reported late, the CAISO Department of Market Monitoring will no longer send outage reporting "informational results" on performance in meeting the tariff Generating Unit Forced Outage reporting requirements. Alternatively, the Department of Market Monitoring will notify market participants approximately monthly of its investigation of any potential violations.
