Subject:  Reporting ISO/RTO Costs in 2007 Pursuant to FERC Order 668

Summary:  Effective April 1, 2006, FERC Order 668 requires the CAISO to report its costs using three specified FERC accounts.  The CAISO has allocated its GMC charge types (CTs) and line/path operator agreement (LOA) charges into the required accounts for 2008.  Market Participants billed for CAISO’s costs through the GMC and LOAs can report those costs pursuant to the FERC order.

Main Text:  Effective April 1, 2006, Federal Energy Regulatory Commission (FERC) Order 668 requires the California ISO (CAISO) to report its costs using three specified FERC accounts.  The accounts are:

·         561.4 – Scheduling, System Control and Dispatch Services

·         561.8 – Long-Term Reliability Planning and Standards Development Services

·         575.7 – Market Facilitation, Monitoring and Compliance Services

 

The CAISO has allocated its 2008 costs that comprise the 14 Grid Management Charge (GMC) CTs and one LOA charge into the required FERC accounts.  The table below presents the 2007 percentage of each FERC account that makes up the GMC CT and LOA.  Market Participants billed for CAISO’s costs through the GMC and LOA can report those costs pursuant to the FERC order.  

 

To calculate each account, take the charges for each respective CT or LOA and apply the percentages from the table.  Market Participants can also access the table at http://www.caiso.com/1f79/1f79c74742ad0.pdf .
