2007 Annual Report on Market Issues and Performance Report Cover and Executive Summary: Each year the Department of Market Monitoring (DMM) publishes an annual report on the performance of markets administered by the California Independent System Operator (CAISO). This report covers calendar year 2007. The Executive Summary provides an overview of the market performance, conditions, and rule changes that occurred in 2007. In-depth discussions of each of these topics are included in subsequent chapters.
