Resource Adequacy Import Allocation Draft Tariff Language

Summary
The California ISO (CAISO) has posted for stakeholder comment proposed revisions to provisions of the currently effective tariff relating to the CAISO’s authority to allocate import capacity for the 2009 Resource Adequacy Compliance Year. Please submit comments by April 7, 2008. The CAISO will hold a conference call on April 9.

Main Text
Since the implementation of state mandated resource adequacy programs, the California ISO (CAISO) has performed an allocation of import capacity in approximately July of each year to facilitate procurement by Load Serving Entities of resource adequacy capacity. The import allocation provisions are set forth in Section 40.5.2.2.1 of the currently effective tariff. When initially submitted to FERC for acceptance, the CAISO anticipated that Section 40.5.2.2.1 would be superseded by substantively identical provisions in the CAISO’s Market Redesign and Technology Upgrade (MRTU) Tariff by the 2009 Resource Adequacy Compliance Year. However, at the March 26, 2008 meeting of the CAISO Board of Governors, CEO Yakout Mansour, advised the Board and Market Participants that the Go Live date for the MRTU would occur in fall 2008. Due to this development, the CAISO must update Section 40.5.2.2.1 to extend its effectiveness through the 2009 Resource Adequacy Compliance Year to account for the change in the anticipated MRTU implementation date. The CAISO intends to make this Amendment filing with FERC no later than April 18, 2008 in order to become effective by July 1, 2008.
