Must Offer Commitments for Miguel and South of Lugo

Summary:

CAISO has updated its non-public Operating Procedures to Implement FERC Orders directing that Must Offer Commitments for Miguel and South of Lugo be treated as Zonal commitments.  Please submit comments by close of business April 22, 2008.  The CAISO will hold a conference call on April 25.

Main Text: 

On November 11, 2007 the Federal Energy Regulatory Commission (FERC) issued an “Order on Rehearing” in the Amendment 60 proceeding in Docket ER04-835 (Rehearing Order).  The Rehearing Order, among other things, confirmed FERC’s earlier finding that “Must Offer” commitments to address the Miguel constraint should be treated as zonal, rather than local.  In addition, FERC found that commitments to address the South of Lugo constraint should also be treated as zonal, rather than local. 

 

The CAISO has revised its non-public Operating Procedures to be consistent with these FERC directives, which are described in the Amendment 60 Implementation Plan - Must Offer Commitments for Miguel and South of Lugo.  The document is located on the CAISO Website at: http://www.caiso.com/1faa/1faa949c4210.pdf.  Please submit written comments on the Implementation Plan to David Timson at dtimson@caiso.com by close of business April 22, 2008. 

 

The CAISO will hold a conference call to discuss the Implementation Plan and answer questions on April 25.
