Assign Startrans IO, LLC to East Central TAC Area

Background
Under the CAISO Tariff Appendix F Schedule 3 Section 3.4 the City of Vernon became a part of the East Central Area of the TAC when it became a Participating TO.  Earlier this year The City of Vernon and Startrans IO, L.L.C. entered into a Purchase and Sale Agreement to transfer ownership of the Mead transmission facilities from Vernon to Startrans IO.  Startrans subsequently applied to the CAISO to become a Participating TO.  On March 26, 2008 the CAISO Governing Board approved conditional acceptance of the Participating Transmission Owner (“Participating TO”) application of Startrans IO, L.L.C.  On April 4, 2008 each of the three conditions were satisfied and on April 11, the CAISO consented to the transfer of the Mead transmission facilities from the City of Vernon to Startrans IO.  By a March 31, 2008 FERC Order in Docket EC08-33 the FERC authorized the acquisition of the Mead facilities by Startrans IO.  The purpose of this stakeholder process is to determine the allocation of Transmission Access Charges related to the use of Startrans IO’s Mead transmission facilities.
