Main Text

The California Independent System Operator (the ISO) has posted its reviewed assessment of the annual Resource Adequacy (RA) Plans submitted by Load Serving Entities (LSEs) along with the Reliability-Must-Run (RMR) resources designated by the ISO for 2009 to its website at: http://www.caiso.com/205c/205cba7ddba0.html.

The ISO provides notice that:

·          The ISO has reviewed and assessed the annual RA Plans submitted by Load Serving Entities (LSEs) along with the Reliability-Must-Run (RMR) resources designated by the ISO for 2009

·          The ISO has assessed compliance with aggregate annual Demand and Reserve Margin Requirements as well as aggregate Local RA Requirements by TAC Area

·          The ISO has evaluated whether the RA Resources that have been procured, as well as RMR resources, ensure compliance with the Local Capacity Technical Study criteria for Local Capacity Areas and has determined that there are collective capacity deficiencies in several Local Capacity Areas

·          Compliance with the reliability level specified in the ISO tariff for the certain Local Capacity Areas requires procurement of the additional capacity from the generating units identified in the report at: http://www.caiso.com/209f/209f9dbc37d30.pdf

LSEs may prevent any potential ISO backstop capacity procurement to correct the specified deficiencies by demonstrating their procurement of such additional capacity consistent with this market notice by submitting revised annual RA plans to ReliabilityRequirements@caiso.com by close of business January 15, 2009.
