The California ISO (the ISO) has posted the document entitled Draft CRR/FTR Contingency Plan Extension Tariff Language 07-Jan-2009, to its website at: http://www.caiso.com/17ba/17ba873e19350.html. Please submit comments on this document to caisotariff@caiso.com by close of business, January 15, 2009.
The proposed modifications are in preparation of a tariff change to the current tariff Appendix BB in order to extend the Congestion Revenue Rights (CRR) / Firm Transmission Rights (FTR) Contingency Plan into 2009-2010 in light of the delay of the start of Market Redesign and Technology Upgrade (MRTU) beyond Feb 2009.
The ISO is currently conducting an FTR Auction, which consistent with the current tariff requirements will make available FTRs into 2010. After operations under MRTU begin, the outstanding FTRs will be unwound consistent with the CRR/FTR Contingency Plan as already provided in Appendix BB of the currently effective ISO Tariff.
