Distributed Load Reference Bus

Background


The California ISO is proposing a modification to certain language in Appendix C of its tariff describing the calculation of Locational Marginal Prices (LMPs). Specifically, the ISO proposes a minor modification to the provisions regarding the designation of a Reference Bus as it pertains to the calculation of the marginal cost of energy. The ISO Tariff currently provides that the ISO will use a distributed load Reference Bus in calculating the marginal cost of energy. If accepted for filing, this amendment will explicitly clarify that the ISO has the flexibility to use a distributed generation Reference Bus as a backstop measure in cases where the Integrated Forward Market (IFM) cannot clear using a distributed load Reference Bus.
