Comparable Treatment of Generation and Non-Generation for Ancillary Services

Summary

The ISO has postponed the stakeholder call on the Comparable Treatment of Generation and Non-Generation for ancillary services, which was originally scheduled for June 30, 2009.  A new date will be announced in an upcoming market notice.

Main Text

The California ISO (the ISO) is committed to ensuring that non-generating units are able to participate in the ISO's Ancillary Services markets on a comparable basis to conventional Generating Units.  In response to FERC Orders 719 and 890, the ISO indicated it would commence a stakeholder process in June 2009 to evaluate issues related to providing such comparable treatment and identifying, to the extent necessary, any tariff or process changes to achieve this objective.

 

The ISO originally scheduled a June 30, 2009 conference call to initiate the effort to integrate non-generating units on a comparable basis to conventional Generating Units by examining a subset of the many issues encompassed by this initiative.  Other issues would be addressed at later conference calls.  However, the ISO now intends to initiate this phase of the stakeholder process by developing a more comprehensive whitepaper to better serve the interests of stakeholders and the ISO in understanding and developing coherent and timely mechanisms to achieve the objective.  Accordingly, the ISO has postponed the June 30, 2009 conference call and will issue a market notice on July 2 outlining the future schedule for this initiative.
