CRR Hourly Settlement Pro-Ration Proposed Tariff Modifications

Summary

The ISO has posted draft tariff language reflecting modifications to its Fourth Replacement Tariff to make necessary changes to Section 11.2.4, which requires the ISO to pro-rate hourly settlement of CRR Payments and Charges.  Please submit comments by close of business July 10, 2009.  Tariff modifications will be discussed during the weekly SaMC and CRR meetings on July 8.

Main Text

The California ISO (the ISO) has posted draft tariff language reflecting modifications to its Fourth Replacement tariff to make necessary changes to Section 11.2.4 which requires the ISO to pro-rate hourly settlement of Congestion Revenue Rights (CRR) Payments and Charges.  The ISO proposes to remove this requirement from the tariff so that in the hourly settlement and in the event of a shortage or surplus, there is no pro-ration to the hourly settlement.  Instead, the ISO will reflect the hourly CRR payments and charges as they will be made at the end of the month through the CRR Balancing Account.  This amendment has no final settlements impact to market participants because, as provided in Sections 36.2.8 and 11.2.4.4.1, the ISO provides full funding of CRR holdings regardless of the hourly insufficiencies in revenue adequacy that may be experienced.

 

Stakeholders can review the Draft CRR Hourly Settlement Pro-Ration Tariff Language 30-June-2009 and submit comments to caisotariff@caiso.com by close of business, Friday, July 10, 2009.  The ISO will discuss stakeholder comments and questions during the weekly SaMC and CRR meetings on July 8, 2009.  The ISO plans on filing these modifications with FERC on or about July 24, 2009.
