New
Markets Recalculation Window Stakeholder Conference Call
___________________________________________________
Summary
The
California ISO posted an issue paper and initial straw proposal on a new
stakeholder initiative, New Markets Recalculation Window, and will conduct a
stakeholder web conference and call on Thursday, March 18, 2010 to discuss the
paper.

Main
Text
Currently,
a gap exists between the April 1, 2009 start-up of the new market and the
November 1, 2009 implementation of payment acceleration where no defined
settlement statement publishing timeline exists in the applicable ISO tariff
provisions beyond the T+76 Recalculation Settlement Statement. To resolve
the situation, the ISO is spearheading an initiative to “bridge”
the gap between trading days April 1, 2009 and November 1, 2009 with a defined
settlement publication routine, ample validation and dispute opportunities, and
a sunset provision that are consistent with the principles of payment
acceleration already in place.
This proposal
will allow predicable resolution of the early new market issues and reduce the
need for significant data storage and work effort needed to coordinate analyses
and rerun settlements both internally and externally.
The
ISO posted an issue paper and initial straws proposal for this initiative at http://www.caiso.com/2755/2755eb2670a00.html.
The ISO will conduct a stakeholder web conference and call on Thursday, March
18, 2010 to discuss the paper. Please submit written comments on the
paper to recalc@caiso.com by close of
business March 23, 2010.
An
agenda and presentation for the meeting will be posted to the ISO website at
the address shown above by close of business March 16, 2010.
