Summary
The
California ISO has posted a straw proposal on the stakeholder initiative
addressing changes to the bidding and mitigation of commitment costs. The
ISO will discuss the proposal at a meeting of the Market Surveillance Committee
on March 19, 2010, and will host a conference call to further discuss the
proposal with stakeholders on March 24, 2010. Please submit written
comments on the straw proposal by close of business April 2, 2010.

a straw
proposal on the stakeholder initiative addressing changes to the bidding
and mitigation of start-up, minimum load, and multi-stage generating resource transition
costs. The commitment costs initiative entails a reexamination of the
issues discussed in the initiative on changes to start-up and minimum-load
bidding following a pause of that initiative in the fall of 2009. In
addition to revisiting changes to start-up and minimum load bidding, the ISO
will address the issue of multi-stage generating transition cost mitigation
within the scope of the commitment costs initiative.
The
ISO will discuss the straw proposal at a meeting of the Market Surveillance
Committee on March 19, 2010, and will host a conference call to further discuss
the proposal with stakeholders on March 24, 2010. Please submit written
comments on the straw proposal by close of business April 2, 2010.
