Draft Load and Resource Scenario Tool and Conference Call

Summary
The
California ISO posted a draft Load & Resource Scenario Analysis Tool to aid
its effort in performing reliability assessment on once-through cooling (OTC)
power plants. The tool and its description are available for stakeholder
review. Stakeholders can submit comments by July 30, 2010 to help
further refine the tool. The ISO is hosting a stakeholder conference call
on August 13 to review the tool and respond to comments.

The
ISO and state energy agencies (CPUC and CEC) have prepared a draft Load &
Resource Scenario Analysis Tool to aid in screening various load and resource
scenarios for further reliability assessment in response to the Policy on the
Use of Coastal and Estuarine Waters for Once through Cooling (OTC) power
plants. The tool, its description and a comment template are available on
the ISO website at http://www.caiso.com/1c58/1c58e7a3257a0.html.
To help further refine this tool, stakeholders can use the template to submit
comments by close of business July 30, 2010 to DLe@caiso.com. The ISO is
hosting a stakeholder conference call on August 13 to review the tool and
respond to comments.
Background
On
May 4, 2010 the State Water Resources Control Board adopted the Policy on
the Use of Coastal and Estuarine Waters for Once through Cooling (OTC) power
plants. The Policy establishes technology-based standards to implement
federal Clean Water Act section 316(b) and reduce the environmental effects
associated with cooling water intake structures on marine and estuarine life.
The Policy applies to the 19 existing power plants statewide, including 16
plants that are located in the California ISO’s Balancing Authority Area.
The policy does not go into effect until after it has been approved by the
Office of Administrative Law (Gov. Code, § 11353, subd. (b)(5)). The
State Water Board will not file a California Environmental Quality Act Notice
of Determination until after OAL makes its determination. The plant
owners have six months to submit implementation plans after the policy goes
into effect.
The
ISO has established a preliminary reliability assessment schedule in response
to the Policy. The 2010 near-term milestones are:
