The California ISO will hold a public stakeholder call on Nov. 7, 2023 to discuss a proposal to assume Great Basin Transmission’s entitlements on the proposed SWIP North transmission line as a joint regional policy-driven project with Idaho Power under the 2022-2023 Transmission Planning Process (TPP).
The SWIP North transmission project is a near shovel-ready project being developed by Great Basin Transmission (GBT), a subsidiary of LS Power. The Transmission Use and Capacity Exchange Agreement (TUA) between GBT and Nevada Energy, along with this recommendation, if approved, will result in the ISO’s operational control of entitlements on both the proposed SWIP North transmission line and the existing One Nevada (ON) transmission line thereby connecting Idaho wind with California load.
The ISO’s needs are based on resource portfolios submitted by the California Public Utilities Commission for the 2022-2023 and 2023-2024 TPP cycles that require integration of out-of-state wind resources from Idaho. In addition, Idaho Power has identified potential benefits in the project associated with accessing southwest power markets, as discussed in its recently published 2023 IRP. Pending successful and timely discussions with GBT, Idaho Power would file a SWIP-related case with their State Public Utility Commission, which will include, among other things, the project business case and agreements between GBT and Idaho Power. In support of these objectives, the California ISO seeks input from stakeholders regarding its intent to assume Great Basin Transmission’s entitlements on the SWIP North transmission line as a joint regional policy-driven project with Idaho Power under the 2022-2023 TPP.
The ISO will seek approval under the 2022-2023 TPP in order to align with the year-end SWIP-related case timing requirements of Idaho Power, conditioned upon satisfactory arrangements with Idaho Power and Great Basin Transmission.
