I sent the message below when the white paper on the road map was first posted.  Please include these comments in the process for developing the road map.

Working to maximize intertie transfer capability will help to enhance reliability, market competitiveness, and system efficiency.  Highest priority should be coordination of ATC calculations, outages, and curtailments to maintain transfer capability.  Creating opportunities for secondary marketing of unused capacity is another priority, including using any available intertie rights (not just PTO rights) to reach CAISO markets and participants.

I have an immediate response in the area of seams issues (which I am encouraged to see included): 

The topics listed are often particular current issues, but there are more fundamental concerns that should also be addressed, probably before the others.  These are maximizing intertie transfer capability (as Jim McIntosh mentioned when he was up here), and coordination of intertie planning and operations, including outages, curtailments, and ATC calculations.  These discussions should include all owners of intertie rights.  The discussion probably should include some consideration of capacity reassignment (as in the OATT reform proposed rule) to better make intertie available from owners who don't schedule their shares.  Intermittent resources, dynamic schedules, and the other specific issues listed will likely become more manageable after the more basic issues are resolved.
