Subject/ Title: FERC Refund Rerun: Updated Fuel Cost Allowance CD

Summary: On Thursday, June 1, 2006, SCs will receive a CD containing revised Fuel Cost Allowance allocation percentages for October 2, 2000 - June 20, 2001 to correct two issues identified during the comment period for the FERC Refund Rerun. The California ISO (ISO) will accept comments through June 8, 2006, limited to whether it has properly addressed the two issues.

Main Text: As a part of the FERC Refund Rerun, the ISO previously distributed CDs with allocation data for Fuel Cost Allowance offsets to parties in FERC Docket No. EL00-95. Comments were received from various parties, as indicated in the ISO’s monthly status reports filed with FERC. The ISO has revised the allocation percentages to address two issues that were identified in the comments: (1) when prices were mitigated by less than $.01, the data did not reflect corresponding negative deviations, and (2) the calculations did not include Charge Type 407 as an indicator that uninstructed energy purchases by SCs with net negative deviations were mitigated. The net effect of these changes was minimal. The ISO will circulate the revised data for a brief review so that SCs can validate these two changes.
On Thursday, June 1, 2006 SCs will receive a CD containing the updated Fuel Cost Allowance allocation percentage data for October 2, 2000 through June 20, 2001.
The CD will also contain a Word document that describes the methodology used to calculate the percentages, the two changes, and an Excel file called “Field Description.xls” that explains all of the column names used in the monthly percentage files.
