The ISO has posted a technical appendix for the Commitment Cost Enhancements Phase 3 draft final proposal. The appendix is available on the ISO website at http://www.caiso.com/Documents/TechnicalAppendix-CommitmentCostEnhancementsPhase3-OpportunityCostMethodology.pdf.
The technical appendix explains in depth the conceptual and mathematical approach to calculating opportunity costs for acceptable use-limitations. This appendix is intended to provide additional transparency into the model that will be developed to determine opportunity costs as described in the draft final proposal.
