The California ISO has published an updated Business Requirements Specification (BRS) for the Commitment Costs and Default Energy Bid Enhancements (CCDEBE) project for the following:
- Added:
- BRQ228: Specify that Default Energy Bids (DEB) and Default Commitment Bids (DCB) shall be received at an hourly granularity.
- BRQ229: Specify reasonableness threshold costs shall be received at a hourly granularity.
- Added market simulation requirements (BRQ232-245)
- Added Phase 1/Phase 2 designation to all requirements to indicate phased deployment
- Creation of new Business Requirements (BRQ)s due to Phase 1 and Phase 2 splitting: Added BRQ247. BRQ001 removed reference of negotiated reference level for DEB and spelled this out in BRQ247 (phase 2 item).
- Clarifications:
- BRQ013: Replaced the word “energy” with “default” per legal review.
- BRQ041: Replaced “circuit breaker” with “bid cap” per legal review.
- BRQ049: Removed reference to Energy Imbalance Market (EIM).
- BRQ021, BRQ022, BRQ027, BRQ029, BRQ032: Removal of limitation that manual consult reference levels could not be further adjusted by the automated ex-ante process. Removal of rejection of ex-ante requests which are less than the originally calculated reference levels.
- BRQ018: Reworded for clarity purposes.
- BRQ208: Clarified sentence for readability by adding the word “initially”.
