The second quarter 2021 Market Issues and Performance Report includes coverage of market performance in both the day-ahead and real-time Western Energy Imbalance Market (EIM). Market prices increased, relative to the same quarter of the prior year. Factors contributing to higher electricity costs included higher gas prices, lower hydro-electric production in California, and higher outage rates. The report also includes coverage of the expansion of the Western EIM, EIM resource sufficiency evaluations, and implementation of the second phase of FERC Order 831 compliance and the Intertie Deviation Settlement.
