The California ISO Department of Market Monitoring posted the Demand response issues and performance 2021 report providing analysis of demand response resources participation and performance in the ISO market on high load days in summer 2021.
The Department of Market Monitoring (DMM) provided similar analysis of the performance of demand response resources during summer 2020, when the ISO relied on demand response to curtail load more frequently and at much higher levels than in nearly two decades. As in these prior reports, this analysis shows that a large portion of demand response resource adequacy capacity was not available for dispatch or performed significantly below dispatched levels during key peak net load hours in summer 2021. This report also follows up on prior recommendations made by DMM for improving the availability and performance of demand response resources used to meet resource adequacy requirements.
