The California ISO will hold a stakeholder call on June 24, 2021, to discuss the refreshed study results for applying the Effective Load Carrying Capability (ELCC) methodology to investor-owned utility (IOU) Demand Response DR resources using 2020 IOU bidding data, for consideration of its use for 2022.
On June 3, 2021, the California Public Utilities Commission (CEC) President Batjer issued the Assigned Commissioner’s Ruling on Submission of Refreshed ELCC Study Results in the Resource Adequacy (RA) Proceeding (R.19-11-009). The Ruling requires that the ISO (and/or the investor-owned utilities) present the ELCC study results at a stakeholder working group and provide parties the opportunity to submit written comments on the study results, prior to filing the results by July 1, 2021. The Commission will consider incorporating the results for 2022 only; methodology for 2023 and beyond will be examined through a separate CEC-led process.
