ISO and Valley Electric Association Memorandum of Understanding Web Conference 8/12/11

Summary

The California ISO and Valley Electric Association (VEA) have executed a memorandum of understanding (MOU) as the first step in VEA becoming a member of the ISO. Once authorized by the ISO Board of Governors, the MOU will form the basis of a transition agreement for VEA to become an ISO participating transmission owner, utility distribution company, and load serving entity. A stakeholder call is scheduled on August 12 to answer questions about the MOU.

The California ISO and Valley Electric Association (VEA) have executed a memorandum of understanding (MOU) as the first step in VEA becoming a member of the ISO. The ISO has posted the MOU on its website at: http://www.caiso.com/Documents/CaliforniaISOandValleyElecricMemorandumofUnderstanding.pdf and scheduled a stakeholder call on August 12 to answer questions about the MOU.

 

Valley Electric Association (VEA) is a cooperative located in Nevada that provides retail electric service to members within its service area in Nevada and California. The member-owned utility owns no generation. VEA approached the ISO to express interest in becoming an ISO participating transmission owner, utility distribution company, and load serving entity. Subsequently, VEA submitted a transmission interconnection request to Southern California Edison Company for a 230 kV interconnection at the Eldorado substation. VEA has existing rights at the Mead substation that will allow VEA to become a participating transmission owner prior to the completion of the interconnection facilities at Eldorado. The parties have identified several integration issues that must be addressed prior to January 2013 when VEA is expected to formally become an ISO participating transmission owner, utility distribution company, and load serving entity. Once authorized by the ISO Board of Governors, the MOU will form the basis of a transition agreement that will be filed with FERC this fall to facilitate the transition process.

 

The ISO will post a presentation for the call on its website at http://www.caiso.com/participate/Pages/Transmission/Default.aspx by close of business August 10.
