New Initiative: Aliso Canyon Electric Gas Coordination, Call 3/23/16

 

 

Summary

The California ISO is initiating a new expedited stakeholder initiative called Aliso Canyon Gas Electric Coordination. This initiative will address the gas-electric market coordination concerns raised by the limited operations of the Aliso Canyon gas storage facility. A stakeholder call is scheduled on March 23, 2016 to discuss the issue paper, which is currently being developed.  We will send out a separate market notice when the paper has been posted.

 

 

Main Text

The ISO is initiating a new expedited stakeholder initiative called Aliso Canyon Gas Electric Coordination. We have scheduled a stakeholder call on March 23, 2016 to discuss gas electric market coordination concerns for this summer associated with the limited operations of the Aliso Canyon gas storage facility. The issue paper is currently under development. We will notify stakeholders when the document is posted.

 

The ISO February 2016 CEO Report and the State, Regional and Federal Affairs Update responded to the Declaration of State of Emergency by Governor Brown in January. As mentioned in the Report and Update, the ISO is participating along with California Energy Commission, California Public Utility Commission, Los Angeles Department of Water and Power and Southern California Gas in an inter-agency task force to assess the risks that the loss of Aliso Canyon introduces to the gas and electric markets, which is a separate undertaking.

 

In parallel with the task force, the ISO is initiating this expedited stakeholder initiative to explore if any market changes or other measures should be taken, and to address the ability of the ISO and its resources to effectively manage resources under strained gas market conditions. The ISO is seeking feedback from stakeholders and has scheduled a web conference on March 23 to discuss the soon to be released issue paper and the need for adjustments to the ISO current operations and affected policies.
