New Stakeholder Initiative: Contingency Modeling Enhancements, Call 3/26/13

Summary
The California ISO is starting a new stakeholder initiative to develop alternatives to exceptional dispatches and minimum online commitment (MOC) constraints to address real-time contingencies. The ISO has posted an issue paper on the new Contingency Modeling Enhancements initiative and has scheduled a stakeholder call on March 26, 2013 to discuss the paper.

Main Text
The ISO is launching a new stakeholder initiative called Contingency Modeling Enhancements to develop alternatives to exceptional dispatches and minimum online commitment constraints by modeling contingencies in the security constrained economic dispatch. After a real-time contingency, the ISO is required to return its system to within its system operating limits within 30 minutes to comply with North American Electric Reliability Corporation (NERC) and Western Electricity Coordinating Council (WECC) standards.
An issue paper, which includes a technical writing, is available on the ISO website at http://www.caiso.com/Documents/IssuePaper-ContingecyModelingEnhancements.pdf. The ISO is proposing a constraint to address both transmission and generation contingencies, reduce exceptional dispatches, replace some minimum online commitment constraints, and achieve more efficient market pricing and compensation.
A stakeholder call is scheduled on March 26, 2013 to discuss the issue paper.
The ISO will post a presentation and agenda on its website by close of business March 22 at http://www.caiso.com/informed/Pages/StakeholderProcesses/ContingencyModelingEnhancements.aspx.
Please submit comments on the paper to ContingencyModeling@caiso.com by close of business April 9.
