The California ISO has posted to its website a business requirements specification for its Reliability Must-Run (RMR) and Capacity Procurement Mechanism (CPM) Enhancements initiative for market participant review. This document provides business requirements for enhancements that will be implemented in the fall of 2019.
The ISO’s RMR and CPM Enhancements policy initiative will provide enhancements to existing ISO backstop procurement mechanisms, specifically the CPM and RMR agreement. Updates to the RMR and CPM tariff provisions, pro forma RMR agreement, and business practice manuals (BPM) are described in the business requirement specification, at http://www.caiso.com/Documents/BusinessRequirementsSpecification_ReliabilityMustRunandCapacityProcurementMechanismEnhancements.pdf.
Further documentation will be subsequently provided in the Generator Management, Market Instruments, Market Operations, Reliability Requirement, and Settlements & Billing BPMs.
