Review Transmission Access Charge Wholesale Billing Determinant: Status Update Posted, Initiative Closed

 

 

Summary

The California ISO has posted a status update document explaining the ISO’s decision to close the Review Transmission Access Charge (TAC) Wholesale Billing Determinant initiative.  The ISO will open a new initiative to consider the TAC structure in a more comprehensive manner, approximately midyear 2017.

 

 

Main Text

The stakeholder process for the Review TAC Wholesale Billing Determinant initiative kicked off with an issue paper in June 2016. The issue paper explored a stakeholder-submitted proposal to modify the billing determinant to which the ISO applies the TAC in its wholesale settlement process to exclude end-use load that is offset by the energy produced by distributed generation. After thorough review of stakeholder comments and careful consideration of the questions and issues raised, the ISO has determined that the scope of the initiative needs to include a broader review of the TAC design. As a result, the ISO will open a new initiative to consider the TAC structure in a more comprehensive manner and will close the current Review TAC Wholesale Billing Determinant initiative.  The start date for the new initiative is likely midyear 2017.

 

The ISO has posted a status update document further explaining the background and reasoning for closing the initiative in favor of a more comprehensive review of TAC structure.
