Status Update for Upcoming Initiative: Review Transmission Access Charge Structure
The California ISO has started its effort to clarify how the transmission access charge works today, and will issue a white paper on this topic by the end of March 2017. The formal stakeholder initiative, Review Transmission Access Charge Structure, will begin mid-year 2017.
Pursuant to the commitment made in the September 26, 2016 status update regarding the Review Transmission Access Charge Wholesale Billing Determinant initiative, the ISO adopted a new initiative called “Review Transmission Access Charge Structure” in its 2017 Stakeholder Initiatives Catalog. The ISO intends to kick-off this new stakeholder initiative mid-year 2017.
In preparation for starting this initiative and consistent with a commitment the ISO made in the October 26-27, 2016 Board of Governors general session meeting, the ISO has begun its internal effort to clarify how the transmission access charge works today. It is important to examine this topic because it is foundational to the new initiative and was the subject of divergent views and comments by several stakeholders in the prior initiative. The ISO will issue a white paper with its findings and clarifications by the end of March 2017. Further details will be provided in a forthcoming market notice.
