The California ISO has scheduled a general session meeting of the Western Energy Imbalance Market (EIM) Governance Review Committee on April 26, 2021, to discuss the Part One Draft Final Proposal on Western EIM Governance. During this meeting, the Governance Review Committee (GRC) will take final stakeholder comment and will vote on whether to approve and submit the Part One Draft Final Proposal to the Board and Governing Body for their consideration.

The Part One Draft Final Proposal includes draft final proposals for five of the six broad categories of issues that have been considered in the Western EIM Governance Review. The GRC is planning to use a phased approach for this review, and is proposing to submit their proposal for Issues 2 - 6 to the Western EIM Governing Body and the California ISO Board of Governors for their consideration during a special joint session meeting targeted for May 2021. Details for that meeting will be communicated in a separate notice.

Under this approach, the GRC would continue to gather stakeholder input to further refine their proposal on Issue 1 of the Western EIM Governance Review. The Part Two Draft Final Proposal is targeted for later this year, and will focus exclusively on the Delegation of Authority for Market Rules to the Governing Body, the Decisional Classification Process, and Durability.

The GRC is requesting final stakeholder comment on the part one draft final proposal during the April 26 meeting, during which they will vote on whether to approve and submit the proposal to the Board and Governing Body for their consideration.
