Allocating costs to the market for fuel procurement settlement at FERC
MESSAGE

On May 4, 2023, the Federal Energy Regulatory Commission (FERC) approved an Offer of Settlement and Settlement Agreement filed by San Diego Gas & Electric Company (SDG&E) in FERC docket no. ER21-2193-000. San Diego Gas & Elec. Co., 183 FERC 61,086 (2023). The settlement resolves issues surrounding SDG&E’s request to recover fuel procurement costs for trading days Feb. 13, 2021 through Feb. 16, 2021 not recovered through the bid cost recovery process. The settlement calls for the ISO to make a one-time payment of $5 million to SDG&E. In comments filed at FERC on March 23, 2023, the ISO stated that if FERC approved the settlement, the ISO would recover the costs of the payment pro rata by measured demand on these trading days. The ISO explained this “allocation methodology provides a reasonable proxy of how [it] would have recovered the costs under section 11.8.6 of its tariff had those costs been incurred through the normal bid cost recovery process.” 

 

The ISO will allocate the charges to recover the payment in Neutrality charge code CC 8989 on the May 25, 2023 T+9B initial settlement statement publishing on June 8, 2023. Billing for this statement will be reflected on the weekly invoice issuing on June 14, 2023.
