In response to the requests set forth in Assembly Concurrent Resolution (ACR) 188, the California ISO has been working with the other California Balancing Authorities to produce a draft report summarizing recent relevant studies on the impacts of expanded regional cooperation on California and, among other things, discuss engagement between neighboring states on the potential formation of regional transmission organizations in the West. To aid in the development of the report, the ISO engaged the National Renewable Energy Laboratory (NREL) to conduct the synthesis of relevant studies. With a draft of the NREL synthesis now complete, the ISO has posted a draft of the report and will hold a public stakeholder call on Jan. 20, 2023 to discuss it.

The ISO has also posted the ISO’s response to stakeholder comments received from the Oct. 17, 2022 meeting. The response document is available on the webpage linked above.

Please submit comments on the draft summary report and January 20 stakeholder call discussion by February 3, using the template available on the Regional Solutions webpage linked above. The ISO values stakeholder input on this preliminary draft, and plans to incorporate feedback received during the January 20 stakeholder call, and in written comments, into future iterations to ensure the accuracy and value of the final report.
