California ISO assistance energy transfer opt-in criteria
MESSAGE

The California ISO balancing authority area has opted-in to be eligible to receive assistance energy transfers for trade date Aug. 15, 2023. The ISO is opting-in under the provision of system operator experience and good utility practice. Since implementation on July 1, 2023 the ISO has observed shortcomings with the inputs and granularity of the forecast being used to inform opt-in criteria in a manner that guarantees reliability. These shortcomings arise from operationalizing the existing forecast for resource adequacy (RA) for the purposes of operating the real-time energy market in stressed conditions; specifically how RA resource outages are considered, and how using the hourly Variable Energy Resource forecast is considered in the more granular real-time market.

 

The ISO will continue to observe the effectiveness of the opt-in criteria and the ability of the criteria to support reliable operation in the real-time. Following additional observations on the input criteria the ISO will initiate a stakeholder process through revisions to the Energy Imbalance Market Business Practice Manual (BPM) to update the opt-in criteria.

 

Consistent with the BPM, future daily decisions to opt-in to potentially receive assistance energy transfers will be made through the Market Notification Service (MNS), which is reflected on OASIS.
