Updated with Strategic Reliability Reserve (SRR) references to replace State Power Augmentation Project (SPAP) through sections for Responsibilities, Transmission Emergency, EEA Watch, EEA 1, EEA 2, EEA 3, Emergency Downgrade and Definitions.
New section added for Forecasted Events.
