The California ISO will move the topics originally scoped for track A2 of the Extended Day-Ahead Market (EDAM) ISO Balancing Authority Area (BAA) Participation Rules initiative into a new Day-Ahead Sufficiency (DAS) initiative. This new initiative will focus on ensuring the ISO BAA can accurately calculate its EDAM resource sufficiency evaluation (RSE) position with enough time to take action if there is a projected shortfall. To that end, DAS will focus on three topics: (1) quantifying day-ahead volumes expected from resource adequacy resources to complement advisory RSE results; (2) accounting for demand response resources; and (3) accounting for strategic reliability reserve resources. The ISO is planning to publish a DAS issue paper on Dec. 4, 2023, with a stakeholder call to follow on Dec. 18, 2023.
Please submit written comments on the DAS issue paper and Dec. 18 stakeholder call discussion by end of day Jan. 5, 2023 through the ISO’s commenting tool using the link on the DAS initiative webpage.
In addition, the ISO will move the topics originally scoped for track B of the EDAM ISO BAA Participation Rules initiative under the Resource Adequacy Modeling and Program Design initiative. These topics include the following: (1) curing expected EDAM RSE shortfalls and associated cost allocation; (2) allocating RSE failure surcharges and revenues, based on causation.
