The California ISO scheduled a public stakeholder meeting on April 27, 2023, to discuss the straw proposal, and policy related to the changes that were introduced for the Ancillary Service State of Charge Constraint (ASSOCC) and filed at FERC in September 2022. Attendees may choose to participate in person at the California ISO, or virtually.
If you plan to attend the meeting in person, please register by end of day April 25. A negative COVID test, taken no more than 24 hours prior to your attendance, is required to attend in-person meetings. While we request that you provide your own test, we will have a limited number of test kits available at the ISO for those that need them. The testing is on an honor basis, and you are required to report your results when you check in. Individuals with a positive test result will not be able to attend in person; however, as noted below there are remote participation options.
In response to a situation where storage resources had the potential to receive unwarranted and large uplift payments, a tariff amendment was filed with FERC to address this concern in September 2022. At the time of the filing a commitment was made to further discuss the root cause of the issue, potential alternative solutions, and alternative compensation schemes related to the initial root cause of the issue and the current solution as implemented. A public hybrid stakeholder meeting is scheduled for April 27, 2023 to discuss a straw proposal, which captures these topics.
The straw proposal and a presentation will be posted to the Ancillary Service State of Charge Constraint webpage prior to the meeting.
Please submit written comments on the meeting discussion by end of day, May 11, 2023, through the ISO’s commenting tool using the link on the initiative webpage.
